The National Capital Region (NCR) welcomes the new roster of winners to the 2021 Regional Invention Contest and Exhibits (RICE) during the Awarding and Closing Ceremonies on 10 November 2021.
Through the joint collaboration of the Technology Application and Promotion Institute (DOST-TAPI) and the Department of Science and Technology Regional Office NCR (DOST-NCR), RICE recognizes the indispensability of Filipino inventors and innovators for their contribution to national development.
The RICE in NCR was conducted on 08-10 November 2021 to find the best and the brightest inventions and researches that would represent the region to the NICE in 2022
Through a form of competition, RICE aims to find the best and brightest inventors, makers, and researchers under the Tuklas Award for Outstanding Invention, Unlad Award for Outstanding Utility Model, Banghay Award for Outstanding Industrial Design, Likha Award for Outstanding Creative Research, and Sibol Award for Outstanding College and High School Student Creative Research.
The qualifiers were judged according to a specific set of criterias by the esteemed Board of Judges with Mr. Tomas B. Briñas, Former DOST-V Regional Director, as Chair.
“During our deliberations, we shared thoughts on every entry, and new realizations and appreciations emerged. Choosing the finalists was daunting and exhaustive. But our labor and our camaraderie were worth it. More importantly, nothing would be more rewarding than seeing these budding ideas become new products and services,” said Briñas.
Dr. Kenneth Y. Hartigan-Go and Matthew George O. Escobido, Adjunct Faculties of the Asian Institute of Management, Engr. Melchor C. Valdecañas, Food Science Expert, Mr. Fheter John Calanday, Founder of the IT-ERA Technology Solutions, and Engr. Maria Teresa Q. Laggui, Intellectual Property (IP) Field Operations Specialist of the IP Office of the Philippines complete the Board of Judges for RICE in NCR.
“Schools are hotbeds of innovation and this is both humbling and inspiring. We would like to encourage more to participate in the competition and take steps in their innovation journey. It is very gratifying to be part of this initiative,” said Escobido.
Power Back-up System for Small and Large Equipment, and Water Level Monitoring Station with Rain Gauge (Tandem) lead the roster of winners after bagging the first prize of the Unlad Award and Banghay Award, respectively.
Meanwhile, Life-Saving Hemostatic Granules and Dressing for Quick Control of Traumatic Bleeding, and GenAmplify SalivaFAST COVID-19 Self-Collection kit won the Likha Award for Publicly-Funded and Privately-Funded Creative Research.
Lastly, PhysicoChem-Mechanical, Thermal and Rheological Properties Analysis of Pili Tree (Canarium Ovatum) Resis as Aircraft Integral Fuel Tank Sealant, and Multi-S.A.V.E.R Cane (Multifunctional Safety Aid for the Visually Impaired and Elderly in Roadside Cane) were announced as regional winners of the Sibol Award for College and High School Student Creative Research.

All of the winners received cash prizes and certificates of recognition while all first prize winners shall represent the NCR to the National Invention Contest and Exhibits (NICE) in 2022.
The next RICE will unveil the best and the brightest inventions and researches in Mindanao through the joint celebration of Region X: Northern Mindanao, Region XI: Davao, and Region XII: SOCCSKSARGEN on 16-18 November 2021 via virtual platform.
