The Regional Invention Contest and Exhibits (RICE) showcased once again the best and the brightest inventions and researches in Mindanao, particularly in Region IX: Zamboanga Peninsula and Region XIII: Caraga on 01-03 December 2021 and 07-09 December 2021, respectively.
RICE was conducted in Region IX: Zamboanga Peninsula on 01-03 December 2021 and in Region XIII: Caraga on 07-09 December 2021
RICE is a nationwide activity organized by the Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) in collaboration with the DOST Regional Offices to give recognition to local inventors, innovators, and researchers.
The recognition signifies the contribution of science, technology, and innovation to national development through economic and social improvement.
“We continue to give importance to the role of our researchers and inventors by supporting their capabilities in producing intellectual property (IP) and commercializing their inventions to improve the lives of many Filipinos,” said DOST Secretary Fortunato T. de la Peña.
He also mentioned that A number of outstanding researchers and inventors have been produced by this country and have been a beacon of hope in becoming game-changers.
Inventions in Zamboanga Peninsula are improving year after year
“Over the years, RICE in Region IX has produced great researches and inventions and has consistently leveled up year after year,” said DOST-IX Regional Director Martin A. Wee.
He also mentioned that the regional winners who have represented Zamboanga Peninsula to the National Invention Contest and Exhibits (NICE) in the past years have made an impression with some investors explicitly expressing their interest in adopting the inventions and technologies.
This year, the modified cacao bean grinder, silent speech interface, and composite stem extract were announced victorious in Region IX under the creative research among professionals, college students, and high school students, respectively.

- First Prize Winner: Modified Cacao Bean Grinder by Claire L. Uttoh, Hernan E. Refugio, and Karlfred Junnee A. Doydora
- Second Prize Winner: Rubber Wood Epoxy Resin Sofa Set by Christian Jake S. Dael, Khemberly T. Tepacia, and Jackelyn R. Lupina
- Third Prize Winner: Automotive Lighting System Trainer of an Actual Cut-Off Vehicle by Bebbot M. Cainta
Sibol Award for Outstanding College Student Creative Research
- First Prize Winner: MuscleTalks: A Portable Surface Electromyography-based Silent Speech Interface (SSI) for Speech-Impaired Filipinos by Joanne Baylon, Mudznalyn Usamaa
- Second Prize Winner: Development and Performance Evaluation of Bag Type Fertilizer Applicator by Gerbie N. Biolango and Jethrudane P. Lusay
- Third Prize Winner: Development and Performance Evaluation of Chicken De-Feathering Machine Using Native and Broiler Chicken under Three Different Machine Speed Levels by Lyrah C. Lopecillo and Rhea May P. Gomez
Sibol Award for Outstanding High School Student Creative Research
- First Prize Winner: Composite Stem Extract of Makabuhay (Tinospora crispa) and Castor Bean (Ricinus communis) Pods against Golden Apple Snail (Pomacea canaliculata) by John Anthony B. Daño and Janelle Ysabella B. Javar
- Second Prize Winner: Adsorption Capacity of Coconut (Cocos nucifera) Coir for Lead (Pb) by Chealsineth T. Lucaberte
- Third Prize Winner: Bioaugmentation of Trichoderma harzianum in Degradation of Different Types of Polymers by Radzmar S. Nasser
Caraga believes that the Philippines will become an innovation nation
“The Philippines continues to live by example to other developing countries in setting innovation as a national priority,” said Officer-in-Charge of DOST-Caraga’s Regional Director’s Office, Engr. Noel M. Ajoc.
He also mentioned that with the legal frameworks in place through the government’s effort to support innovation activities, Caraga is confident that the Philippines will become an innovation nation.
“And through RICE, we can develop and produce more brilliant innovators and young scientists that will realize the country’s aspirations in building innovative communities,” he added.
Four regional winners were determined under the utility model and creative research categories for professionals, college students, and high school students.

Sibol Award for Outstanding High School Student Creative Research
- First Prize Winner: Bioceramics from Apple Snail Shells Ash (Pomacea canaliculata) in an Application for Dental Fillings by John Rylle C. Bolongaita, Von Swenzy D. Cabradilla, Samantha C. Auguis, Jet B. Mendoza, and Xavier Clyde S. Dubduban

The last leg of RICE this year showcases the best and the brightest inventions and researches in the Bangsamoro Autonomous Region of Muslim Mindanao on 20-22 December 2021.
