Through a Memorandum of Understanding (MOU), the Department of Science and Technology (DOST) and Philippine Chamber of Commerce and Industry (PCCI) signed a partnership for national development on 21 March 2022.
Initiated by the DOST Office of the Assistant Secretary for Human Resources Management, Management Services, and Special Concerns, the joint endeavors aim to stir the economy through innovation in providing technical and financial assistance to foster science-based and globally-competitive industries.

“The PCCI has been a partner of the Department particularly in initiating programs and services to develop and capacitate our local micro, small, and medium enterprises (MSME) so that they can participate effectively in the global supply chain,” said DOST Secretary Fortunato T. de la Peña.
The programs are properly complemented by the DOST with the Technology Application and Promotion Institute (DOST-TAPI) at the forefront, to facilitate technology transfer and commercialization among startups, spinoffs, and MSMEs.
The most recent participation of the DOST in 2019 to the Philippine Business Conference and Expo of the PCCI showcased generated and funded technologies which aim to help local businesses venture into the digital economy.
“We are enthusiastic that this MOU brings the PCCI and the DOST closer in working together to pursue the transfer and commercialization of technologies by the Department to further improve the MSMEs productivity and competitiveness,” added DOST Secretary de la Peña.
With the partnership, key areas and activities of innovation are given importance in the coming years.
The MOU was signed by DOST Secretary Fortunato T. de la Peña and PCCI President George T. Barcelon with the presence of DOST Assistant Secretary Diana L. Ignacio DOST-TAPI Director Marion Ivy D. Decena, and Chairperson of the PCCI’s Intellectual Property Committee Antonio L. Sayo
Such activities include giving priority to intellectual properties as the very foundation of innovation; utilizing inventions in the regions; and establishing referral systems to match the assistance and technological needs of the industry.
In addition, MSMEs are further capacitated through information and education campaigns, and schools are given support in identifying and satisfying research and development requirements in crafting a demand-driven roadmap.
“As a complement to our existing programs in technology promotion, transfer, and commercialization, our stakeholders are assured that there is a corresponding assistance for them that is then strengthened through this MOU,” said DOST-TAPI Director Marion Ivy D. Decena.
The MOU was signed by PCCI President George T. Barcelon and DOST Secretary de la Peña in the presence of DOST Assistant Secretary Diana L. Ignacio, Chairperson of the PCCI’s Intellectual Property Committee Antonio L. Sayo, and DOST-TAPI Director Decena.
