For the last five years, two of the special projects implemented by the Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) will be completed in June 2021.
The week-long virtual celebration dubbed as “Week-long Accomplishment and Culminating Activity of Special Projects” or WACAS, highlights the Support to the Commercialization of 500 DOST-Generated Technologies and Strengthening the Country’s Intellectual Property (IP) and Technology Portfolios or the DOST 500, and Technology Transfer Day Projects.
The National Technology Transfer Day is one of the major activities under the Technology Transfer Day Project, which fast-tracks the commercialization of technologies
WACAS which will run from 26 to 30 July 2021, features activities that would spark interest from different audiences from the media, investors, students, and the general public.
Technology Transfer Day
Since 2016, DOST-TAPI has been executing the Technology Transfer Day Project as a means to facilitate smoother and faster adoption and commercialization of DOST-generated and -funded technologies.
One of the notable activities of the project, the conduct of the National Technology Transfer Day in 2019 featured the technologies funded by the Department’s sectoral councils which are market-ready for possible adopters and investors.
The project has also conducted industry-based technology transfer activities, DOST laboratory testing and services promotion dubbed as #SPICEStoDOSTLabS, and information dissemination of the amended DOST IP-related policies.
DOST 500
Meanwhile, the Support to the Commercialization of 500 DOST-Generated Technologies and Strengthening the Country’s IP and Technology Portfolios or the DOST 500 Project has accomplished the creation of an IP database management system through the System for IP Applications and Grants (SIPAG) and iSIPAG.
The SIPAG is an offline tool for managing, evaluating, and monitoring granted and filed IPs. On the other hand, the iSIPAG is the online version of the SIPAG that enables easier and accessible monitoring of IP applications for the clients.
Moreover, the project has provided initial support to the Fairness Opinion Board (FOB) for 22 DOST-generated technologies in 2016 to 2017.
The project developed and published the Freedom-to-Operate (FTO) Manual and FOB Reference Booklet in 2018, and the IP Valuation Manual, a first in the Philippines, which provides brief and simplified explanations of the mechanism of IP valuation and the preparation of Fairness Opinion Reports.
FTO supports developing, making, and marketing products without legal liabilities to third parties while FOB evaluates fairness of a transaction from a financial point of view.
Subsequently, 92 patents, 756 utility models, 227 industrial designs, 116 trademarks, three National Phase Entries, and 10 Patent Cooperation Treaties were filed, while 920 copyrights were deposited for the span of five years.
“The DOST 500 Project helped set up the mechanisms for the FOB and comply with the Fairness Opinion Report and Written Recommendation requirements of the Republic Act (RA) 10055 or the Philippine Technology Transfer Act enacted in 2009. RA 10055 was only implemented in 2015 because of the DOST 500 Project,” said Caezar Angelito E. Arceo, Supervising Science Research Specialist of DOST-TAPI.
Further, the project also supported the revision of the Implementing Rules and Regulations of RA10055 which decentralized the FOB Secretariat’s functions from DOST-TAPI to the DOST Regional Offices in order to reach more stakeholders and push for localized technology transfer activities.
“It was also the reason why DOST-TAPI has the country's first two Certified Patent Valuation Analysts (CPVA) through the persons of Atty. Marion Ivy D. Decena and myself,” added Arceo.
Ultimately, the project inspired two of DOST’s sectoral council, the Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (DOST-PCAARRD) and the Philippine Council for Health Research and Development (DOST-PCHRD) to commission DOST-TAPI to support their technology transfer and commercialization efforts through some "mini version" projects of DOST-500.
Week-long Celebration of Accomplishments
“This culminating activity features the major accomplishments and updates in the implementation of these two special projects,” said Atty. Marion Ivy D. Decena, Officer-in-Charge of DOST-TAPI.
One of the activities, Knowledge Sharing, is a webinar where in-house DOST-TAPI experts will talk about topics on intellectual property, technology valuation, and licensing.
Also, DOST-TAPI beneficiaries will have their segment to share their commercialization stories and journey in becoming successful with the assistance provided to them.
Lastly, the publications developed through the projects will be launched for the public’s consumption.
