Through the Technology Transfer Day Project, the StARTT or the “Strategy to Accelerate and Revitalize Technology Transfer” was funded in 2020 to understand the current state of technology transfer and provide a venue to support and deliver new locally-developed technologies and inventions to the general public.
The Technology Transfer Day Project is implemented by the Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) to fast-track the commercialization of government-funded technologies through licensing and adoption agreements.

Spearheaded by DOST-CALABARZON, the six-month project implementation of StARTT which started in December 2020, hopes to bring new technologies closer to people.
In February 2021, StARTT conducted a webinar on the assessment of technology and investment readiness level of research and development institute (RDI)’s and state universities and college (SUC)’s technologies.
Also, a one-day workshop on pitching and mock pitching was conducted to help prepare the technology generators in presenting their technologies.
Out of the 25 short-listed technologies, 12 were presented during the virtual Technology Transfer Day in May 2021 which was attended by 224 participants from different institutions, cooperatives, and offices.
To recognize the efforts of the SUCs and RDIs for protecting and commercializing their technologies, certificates of fairness opinion were presented to the Cavite State University, University of the Philippines Los Baños, Forest Products Research and Development Institute, and Industrial Technology Development Institute for completing the Fairness Opinion Board evaluation to transfer six technologies.
Currently, there are still consultations and meetings between interested agencies and RDIs or SUCs on technology transfer and memorandum of agreement.
StARTT is in partnership with the Philippine Council for Industry, Energy and Emerging Technology Research and Development and the Ateneo Intellectual Property Office.
