The Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) conducted the first internship program for selected technology transfer officers from seven DOST research and development institutes (RDIs).
Through the Honing Innovations, Research, Agreements and Negotiations of the Government-Funded Technologies (HIRANG) Internship Program, 23 selected officers were trained on intellectual property (IP) valuation, technology pitching, negotiation, and licensing of their RDI’s technologies.

Under the project, "Support to the Commercialization of 500 DOST-Generated Technologies and Strengthening the Country's IP and Technology Portfolios," the RDIs have collectively delivered 12 valuation reports, 12 signed term sheets, and 13 licensing agreements during the eight-month internship program.
DOST-TAPI collaborated with Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD) to enlist the mentors from the Balik Scientist Program (BSP) and Visiting Expert Program (VFP).
The mentors were from various fields with a mutual specialization on technology transfer and IP.
Under DOST-PCIEERD’s VEP, Dr. Lawrence L. Ilag mentored interns from the Philippine Textile Research Institute (DOST-PTRI) and Philippine Nuclear Research Institute while Dr. Gonzalo C. Serafica guided the Forest Products Research and Development Institute interns.
Also, Dr. Myrna O. Nisperos, who was contracted under DOST-PCIEERD’s BSP, facilitated the Food and Nutrition Research Institute and the Industrial Technology Development Institute interns.
Lastly, Atty. Anne Maria Celeste V. Jumadla, who has been a long-time expert consultant of DOST-TAPI, mentored the interns from the Advanced Science and the Technology Institute and Metals Industry Research and Development Center (DOST-MIRDC).
The HIRANG interns and their mentors collaborated to complete the preparation of valuation reports, search for potential adopters, technology pitching, as well as drafting and signing of term sheets and licensing agreements.
In October 2020 as a conclusion of the program, five RDIs successfully completed the program and furnished agreements with licensees.
The Outstanding Valuation Report Award was given to DOST-MIRDC, while the Distinguished Fellow Awards were given to selected interns from each RDI.
