In its determined effort to promote the valuation of intellectual property (IP), the Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) advanced its collaboration and capability building efforts under the DOST 500 Project.

As an essential element in technology transfer, IP valuation is a method to generate the financial value of an IP.

The IP Valuation Manual was revealed during the opening of DOST-TAPI’s HIRANG Internship Program on 27 January 2020 at Hotel Jen Manila

The IP value may be used as a reference when the technology owner pitches and negotiates with potential adopters.

Through the project, “Support to the Commercialization of 500 DOST-Generated Technologies” or DOST 500, DOST-TAPI has valuated selected technologies in collaboration with some of the established IP firms in the country.

Generation of Valuation Reports

From January 2016 to June 2018, DOST-TAPI generated 22 valuation reports.

This continuously increased in the project’s second phase as DOST-TAPI delivered 30 and 50 valuation reports in the first and second years, respectively.

Publication of the IP Valuation Manual

Through the project, DOST-TAPI published the country’s first IP Valuation Manual in January 2020.

The manual was authored by DOST-TAPI valuation experts under the Invention Development Division, which provides a guide to develop an IP valuation report.

It was written for researchers, technology transfer professionals, valuators, technology licensing officers, financial managers, and business development officers.

Conduct of Capacity Building Activities

Complementing the valuation manual, DOST-TAPI facilitated the numerous training on basic and advanced IP valuation.

In 2019, an advanced IP valuation training was conducted for technology transfer professionals in collaboration with the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development.

This was followed by three IP valuation trainings in 2020 for the Philippine Council for Industry, Energy, and Emerging Technology Research and Development and the DOST National Capital Regional Office.

Despite the restrictions brought by the coronavirus disease (COVID-19) pandemic, the valuators were able to shift the seminar-workshops online to accommodate requests from stakeholders.

First Certified Patent Valuation Analysts in the Country

Finally, valuation experts, Atty. Marion Ivy D. Decena and Caezar Angelito E. Arceo, were granted the distinction, “Certified Patent Valuation Analyst,” through the Business Development Academy.

The certification is an internationally-recognized credit for patent analysts who have achieved high proficiency in assessing and valuating IP.
