Taguig City - The Department of Science and Technology - Technology Application and Promotion Insitute (DOST-TAPI) will host the culmination of Project SciNing: Cultivating Ingenuity, Creativity, and Awareness through Experiential Learning, Innovations, and Promotions at The Axon, Green Sun Hotel at Makati City this Dec 14, 2022.
The event titled “Posible sa SciNing” will showcase a documentary that provides an immersive look at the stories of three kids in the far-flung areas of Basilan and their science journey with the Invent School Program of DOST-TAPI. It will also showcase Filipino inventors Jeremy De Leon (CEO of Jeremake and inventor of Make-roscope) and Jericho Castro (inventor of the Jerichord) as key inspirations in promoting the culture of ingenuity to these kids. Through artistic storytelling, the documentary aims to give the audience access to untold stories of innovation in the country.
DOST-TAPI Director Atty. Marion Ivy D. Decena expressed her enthusiasm for the upcoming event.
“We are very excited for the People to see these stories of Filipino ingenuity. As we all know, Filipinos are known for our creativity and inventiveness, and it's high time that we showcase stories like these to help support our initiatives in creating sustainable development in every corner of the country,” said Atty. Decena.
Likewise, DOST Secretary Renato U. Solidum Jr. sends his overwhelming support for the said activity.
“Here at the Department of Science and Technology (DOST), we recognize the immense value potential of our youth to become the prime movers of science, technology, and innovation in the years to come,” said Sec. Solidum.
During the event, the audience will have the opportunity to talk with the student and the featured inventors in the film.
In addition to the film screening, the program will also host an art exhibition featuring the students' artworks that were produced during ISP. After which, these artworks will be open for auction as part of the fund-raising activities.
A partnership gala will also take place to recognize partner organizations and notable inventors that were assisted by DOST-TAPI.
Project SciNing was produced by the creative team of the Applied Communications Unit for Inventors of DOST-TAPI, headed by Mr. Marvin Eric Dela Cruz. The unit aims to promote DOST-TAPI’s programs and services for invention development, technology transfer, and commercialization.
Cultivating the Future Innovators of the Nation
The Invent School Program is one of DOST-TAPI’s major programs in line with the organization’s mandate to promote science and technology to push for commercialization and economic development. The invent school aims to stimulate the youth’s interest in science through seminar workshops that cover topics on Creativity, Creative Thinking, Ideation Tools and Techniques, and Invention Development, among others.
In 2022, the National Economic Development Authority (NEDA), through the National Innovation Council, funded DOST-TAPI and Project SciNing to conduct a special Invent School Progam with Basilan as the pilot site.
Through this, DOST-TAPI was able to intensify the implementation of Invent School by providing the participating students with more resources and better. This includes the roll-out of the invention-products Make-roscope by Mr. Jeremy De Leon and Jerichord of Mr. Jericho Castro. Moreover, the students were also given the opportunity to talk up close with the inventors during their visit.

The Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) won the most coveted title of FOI Champion under the Agencies/Bureaus/Commissions/Councils category in this year’s Freedom of Information (FOI) Awards. The FOI Champion Award is a major award given to government offices who have shown exemplary implementation of the Constitutional mandate of the people’s right to information. The award was conferred by the FOI-Program Management Office, an attached agency of the Philippine Information Agency (PIA).
DOST-TAPI Director, Atty. Marion Ivy D. Decena, expressed her gratitude to the FOI-PMO for the recognition. “I am extremely honored to receive, on behalf of DOST-TAPI... This award is a testimony to the significance that the Executive Order No. 2, s. 2016 or EO 2, s. 2016 of then President Rodrigo Roa Duterte on the Freedom of Information in the Executive Branch plays a vital role in the day-to-day operations of government offices like the DOST-TAPI. I am earnestly grateful for the recognition that the FOI Program Management Office (FOI-PMO) under its new home at the Philippine Information Agency (PIA) had bestowed upon our humble Institution,” said Director Decena in her acceptance speech during the 2022 FOI Awarding Ceremonies held today, November 25 via the FOI Philippines’ Facebook Page.
Director Decena acknowledged the efforts of the FOI-PMO for the successful implementation of the FOI Program. “Let me start by expressing my gratitude for the tireless efforts of the FOI-PMO for advocating transparency and full public disclosure of information... Truly, without the dedicated and caring support of the men and women of the FOI-PMO, the successful implementation of the FOI in various government offices under the Executive Department such as the DOST-TAPI simply would not have been possible,” Director Decena said.

Apart from the FOI Champion Award, the Institute’s FOI Receiving Officer, Rizalniño L. Noble was also recognized as one of the Best FOI Officers in the country. The Best FOI Officer Award is given to individual/s from government agencies and institutions who have exemplified great progress and performance in the implementation of the FOI Program.

Since 2017, the DOST-TAPI have been implementing the FOI Program. “For five (5) consecutive years, we have received our Certificate of Compliance from the FOI-PMO as proof of our commitment in upholding the constitutional right of every Juan and Juana to public access to government information,” Director Decena added.

The FOI Awards is an annual event and was established in 2017 to recognize the efforts of government agencies, individuals and organizations that contributed to the development and progress of the FOI Program in the Executive branch. On 25 October 2022, the 2022 FOI Awards Screening Committee conducted an evaluation and deliberation of the nominees and potential awardees based on the criteria provided under the FOI Memorandum Circular No. 22-02.
